Plug-ins cannot enter items in the log file

Description

Due to the location where it is declared, the log is not accessible from the eweutils and eweplugin assemblies. This prevents the plug-in manager from logging plug-in load failures.

Recently IMessage was introduced to EwEUtils, which was the last barrier to moving cLog to EwEUtils. I have moved cLog down, and added a series of log events (detailed and standard) to the plug-in manager. These events allow for making better assessments why plug-ins do not load.
